Restarting the car after she is fully seated ALWAYS detects the presence of a passenger. I believe there is a serious problem in the software initialization routine that locks out the passenger detection routine under certain conditions of the passenger adjusting their position in the seat during the initialization routine. This seems very hazardous as we have actually driven miles before one of us realizes the passenger air bag is not enabled. I am 75 and she is 81, so this might explain why we forget to always remember to enter the vehicle and time the starting of the car just so, in order to have this safety feature become functional."
